Here's a tip I got from Mahesh that works great and is easy to automate in an action.
Adjust the original image (or a copy of the "negative") to suit, including levels, curves, saturation, USM
Reduce the adjusted original image to 900x600 (or 600x900)
Apply the following USM to the web image: A:500, R: .3, T:3
Then, Edit>Fade Unsharp Mask, select Mode:"luminosity", and adjust opacity slider to suit the particular image (i.e., until the halos are gone).
This gives full control over the range of sharpening.
